Does anyone know the quickest way to improve your credit?

I mean besides paying it off... are there any companies out there that will help you reduce your debt.. besides the obvious credit counseling services that are advertised on TV and such. Ive heard that there are grants and stuff that you can get from the government but I dont know how credible that info is. Does anyone have any personal experience on getting their credit rating higher?
